As there is a one-month wait period on all new canons, Luke Cage cannot currently be apped from the recently-released TV show. You are however more than welcome to apply for him from his canon point in Jessica Jones, so long as the app itself does not focus on or contain any spoiler information from Luke Cage, as apps must be publicly displayed in all characters' journals. Once the one-month period has passed, you are certainly more than welcome to canon update!
